Dover Area Board of Directors Approve a Tentative 2016-2017 Budget

April 21, 2016 – Dover Area School District’s Board of School Directors approved a tentative 2016-2017 budget on Thursday, which continues to place an emphasis on the educational needs of the community.

The $58,699,842 budget holds the line on real estate taxes for the second year, maintaining Dover’s 2015-2016 millage rate of 21.934, while eliminating the unpopular per capita tax.  The proposed budget includes an assumption of no increased state funding and the use of $1,442,096 of the approximately $3.8M of committed fund balance for employer retirement contributions.

The proposed 2016-2017 budget redirects resources to educational programming through the following cost neutral initiatives:  expanding the one-to-one initiative in grades 4-12; implementing a new reading program K-5 (Journeys); expanding the District’s current reading series to 6th grade (Collections); adding supplemental materials to our current Social Studies curriculum K-6; expanding in-house responsibility for alternative education; launching of a new Student Information System (Skyward); and responding to the ever-changing needs of the District’s special education populations.

The proposed budget is subject to change and the Board of School Directors will vote on the 2016-2017 final budget on May 24, 2016.

Copies of the proposed budget are available for inspection at the District’s Administration offices and the District’s website:

Please contact your child’s school for the daily schedule throughout the testing window.  As we work toward ensuring an appropriate testing environment for your child, we ask that you do the following:

  • Avoid making any appointments or vacation plans during the testing windows.
  • Make sure your child has adequate rest on the nights before testing and a good breakfast on the days of testing.
  • Encourage your child to dress comfortably on testing days.
  • Make sure your child arrives to school on time.
  • Encourage your child to have a confident and positive attitude toward this testing.

The PSSA results provide our district with one objective measure of its educational program. Along with information from district-based assessments, the PSSA may assist you in gaining a more complete understanding of your child’s performance and growth toward acquiring academic skills.

Dr. Mike McGough will be administering the CAPE test at LIU’s Central Office in New Oxford on Tuesday, June 14, 2016 beginning at 6:30 p.m.

Please note that payment is being required with registration.  Waiting for payment has delayed returning test results in a timely manner. The CAPE assessment has been recognized by LEA’s within the region as an alternative assessment that can be used to document that any Title I-funded paraprofessional is “highly qualified” under the requirements of NCLB. All registrations should be returned to M. R. McGough, LLC, NOT LIU, at the address listed on the attached form.  If you have any questions, please email Dr. Mike McGough, drmike3@comcast.net
